muusemuusePutting everybody in the database and declaring them terrorists means the database is no longer useful. The label no longer has meaning. If everyone is a terrorist no one is a terrorist.
It opens the door for arbitrary enforcement. In the theoretical world where these guys may have to justify themselves in a court of law, they can say “he was in the domestic terrorist database, so we were justified in pinning him down with 5 guys while another guy shot him in the back after disarming him.”
