I assume the perceived difference here is that clothes/fashion are seen as being for personal style and thus can look however (outlandish) you want them to, while masks are often seen as a purely functional healthcare implements that can be effective/useful or not. So I guess if you view it like that, there isn't really any inconsistency in treating masks differently. Maybe people even think they're being helpful with those comments.
