Why the heck we can't just use a higher order logic (or some other strict notation) for defining bureaucracy rules?

Two contradictory answers to the same question. What the hell is this?

P.S. It's not specific to some particular case/country/whatever, this stuff happens all over the world in all kind of organizations.
