The American political system is designed to stonewall good climate, economic, and social policy and refuses to enact them for the continued benefit of a wealthy white elite, which is why most voters are convinced these things are impossible even though they really want them.
The Democratic Party's entire purpose is to get in the way and kill any momentum or enthusiasm that might allow these things to happen while serving as a make work program for aging rich conservatives who want to cosplay as statesmen.
There's a reason no one in power has a real problem with Citizens United and other forms of public corruption like insider trading. It ensures only very wealthy candidates, or those handpicked by the wealthy, can win high level offices most of the time and that it's in their interest once elected to keep the gravy train running.
I think you'd have to decimate the parties and the patronage systems and completely rewrite election laws to make a dent in this, but we can start by refusing to accept status quo politicians and pushing to primary and remove anyone who doesn't do what we want. "Vote blue no matter who" is just the "lie back and think of England" response.
