- Admiral Clancy, and
- Raffi
...have all hit Picard with the fact that he quit amid Star Fleet's dropped support of the Romulan Relocation, and Picard basically doesn't have a decent response for any of them as to why he retreated. 🤦♂️

He threatened to resign if he didn't get his way...and they accepted his resignation.
Kind of hard to step back from that threat.

Look, I don't want to belabor the point, but for someone as prominent as Picard was, part of threatening to resign was also threatening to no longer be bound by Star Fleet, and instead take his knowledge and years of experience "off the reservation". As a loose canon dedicated to the relocation, he could probably make Star Fleet look REALLY bad as the disaster unfolded.
Of course, it sounds like he was up against some powerful opposition.
