Every country taxes them. They leave.

Now they live in international waters on giant boats. They hate it. The food is awful. They get norovirus a lot.

The world carries on, considerably better off.

They will threaten to leave but they enjoy clean water, modern medicine, literate minions enough to have a tax increase that doesn't affect their relative wealth be an issue.
