Signal is aware of the outage and confirms that the problems are caused by Amazon Web Services.

PSA: we're aware that Signal is down for some people. This appears to be related to a major AWS outage. Stand by.
The outage at AWS has largely been resolved. They’re still working through the backlog.
Message traffic on Signal is also starting to pick up again.
