Cyrillic has upper & lower case, with accents on both. There are serif, sans, display and most weights as well as many other categories, just like in latin scripts.
If by 'emphasis' you mean italic, yes, there is Italic, and it's very different from the standard upper & lower case. Cyrillic Cursive is almost like another alphabet in Cyrillic.
