"Do not comply in advance" is common advice when it comes to how to deal with fascists. The idea in *theory* is that you aren't supposed to change what you're doing or saying to please fascists until you're forced to, but its use in practice has several problems, not least of which is the implication that it's fine to comply at some unspecified later date, without making clear that the "later date" shouldn't be until there's a gun held to your head at the earliest.

By contrast, "fuck you, make me" is an insult directed at fascists and a dare that they *force* you to comply via the aforementioned gun to the head (which many assume not every fascist enforcer has the guts for). Instead of merely chiding people to not be passively complicit, encouraging people to say "fuck you, make me" is encouraging active resistance, which by implication also suggests that one not be passively complicit either.
