If they were already well known for creating quality garments of their own design, they were probably chosen for that reason, knowing that they had the ability to manufacture their own designs. The Nazis probably had some input - “Black, lots of black” - but mostly they would have left the designs up to the pros, chose a few favorites, and gave the greenlight.
They were designed internally by each service. For example the SS uniforms were designed by Karl Diebitsch and Walter Heck.
