@moira The Nazi regime was notorious for this kind of governance. Bribery and grift was tolerated as long as the perpetrators didn’t take from the revenue stream going to top officials. After awhile people stopped noticing, it was just the way things were done.

It’s one of the things that made the Nazi regime easier to defeat. The government was a shambolic mess of incompetence, infighting and bribery.
