You are right. And me and the media in 2007 were wrong. While he indeed send a letter to dutch city councils to start racial profiling of Somila imigrants on benefits.
The letter was not legally binding. And that's why the city council Haarlem lost a civil procedure against one of their constituents.

Every one of these politicians is a criminal. Just because they haven't broken the laws of their own respective countries doesn't mean they aren't direct responsible for horrible crimes against humanity abroad. Every one of them ought to be jailed.

Not everyone uses misdemeanor or felony

In Canada:

Summary Offences: Comparable to the U.S. misdemeanors, these are less serious infractions. They are typically punishable by lighter penalties, including fines or shorter jail terms of up to two years less a day.

Indictable Offences: These mirror what Americans would recognize as felonies. They represent more severe crimes and can result in stiffer penalties, even life imprisonment in extreme cases.

Some offenses can be prosecuted as either depending on severity.

Also the last grand jury was held in Nova Scotia in 1984, after which the practice was discontinued. NS was the last jurisdiction to end the practice, Quebec was the first doing so in 1933.
