You are right. And me and the media in 2007 were wrong. While he indeed send a letter to dutch city councils to start racial profiling of Somila imigrants on benefits.
The letter was not legally binding. And that's why the city council Haarlem lost a civil procedure against one of their constituents.

Also the last grand jury was held in Nova Scotia in 1984, after which the practice was discontinued. NS was the last jurisdiction to end the practice, Quebec was the first doing so in 1933.
