I have always found calling open-source software "supply-chain" to be... trying to redirect blame.
If those are "provided as is", then it sounds like the vuln is introduced by whoever decided to update it.

Make sure to explain to the shareholders that the "supply chain" for office furniture consists of whatever curb pickings your employees happen to find on their way into the office - and why the fumigation bill is so high.

but I find the CLA part a bit hypocritical? This places power in a single person/entity, and I would be hesitant to contribute to projects using this license because of it. And there's a gray area concerning forks - say I have done a bunch of modifications and distributed them, and now somebody sends me contributions - can I now do whatever with the whole project? Just their contributions? Can I deny the original author from using these contributions in a "do whatever" way? I know this is largely a meme that largely doesn't matter for anyone without a legal budget, but sometimes people do end up getting a legal budget, and I think it's worth figuring out on what could happen then and have some foresight into preventing potential issues, and in my mind, CLAs can create a bunch of potential issues.
