I hate how I can't stop MacOS reopening stuff when I restart. I've turned off every setting I can find. When I restart I ALWAYS want to end up with ZERO applications running. But my Mac disagrees.

My restart procedure includes option-clicking every dock icon as they appear, and force quitting. It's exhausting.

@amyworrall this happens to me when restarting after updating. Drives me off the wall. I never want to reopen stuff automatically. If anything sometimes I reboot to close everything quickly.
