I hate how I can't stop MacOS reopening stuff when I restart. I've turned off every setting I can find. When I restart I ALWAYS want to end up with ZERO applications running. But my Mac disagrees.

My restart procedure includes option-clicking every dock icon as they appear, and force quitting. It's exhausting.

@amyworrall I always want the opposite and remember having to turn that stuff on in System Settings > Desktop and Dock. You saying the toggles actually don't work anymore?
