They may actually be doing it l. There was a leaked presentation from after trump won the first time that Google was going to stop being neutral and start being more active in pushing their beliefs.

When thousands of people report an email as spam to be filtered in future, the servers learn that the account sending it may be spam, thus proactively filtering it.
Reporting spam is supposed to result in less spam in the future!
