@Tutanota Chat control won't work on encrypted peer to peer chats, matrix servers set up in defiance of chat control (including hosted abroad), or on any chat app that does not cooperate but which can be accessed via tor. I'm pretty sure Signal (the obvious target) can be accessed from phones set up to force all connections through Tor for instance.
Keep hammering on the political countermeasures, my focus is on technical countermeasures. Counter-law enforcement is a speciality of mine
