No.
1) Where the business is based determines the prices it can charge, not where the workers are, so the budget for those workers is unaffected by their location.
2) Not many companies will pay a premium for workers living somewhere more expensive than HQ. Many will try to pay less for people in less expensive locations, but same work == same pay imo
3) How a worker spends their $$$ due to factors such as location is no business of the employer.
