Think every government needs to do this. That would make an international law protecting our personal physical identities.

Does the Scottish government have the power to do that or would they have to wait for Westminster?

This is still only a law proposal, it has not been voted on yet.
However, the proposal enjoys broad support in the danish parliament and is likely to get passed into law later this year or early 2026 as part of the Digital Services Act.

It says the change would come into force on March 31, 2026, the day before April Fool's Day. That is perhaps not a coincidence.
