Distributed denial of service slop attacks (DDoSSA)

@efi @bagder it's been well reported that curl (not just curl, but curl is big and important, and Daniel Stenberg has been quite vocal on this) has been getting an increasing number of really terrible reports of bugs and vulnerabilities. These reports don't represent real bugs or vulnerabilities, and are taking up lots of time for the developers to triage.

So what does curl have to do with the slop machines? It's having to clean up the slop being dumped on it.
