They got their eyes on all GST revenues as if they became part of the discretionary funds from which the Federal Government could equalise the results of inequity. The states would have had more secure income if they had 100% of the GST they raised returned to the state and then let the Grants Commission do the equalising from all other sources of Federal revenues.
