The device consists of a large upside down waterbottle. A hole has been drilled in the bottom and a string leads through that hole and comes out of the bottle neck. A metal ball a bit larger than the bottle neck has been attached to that side of the string. The bottle's weight rests on it.
The bottle is then dipped into water and starts to fill up. When lifted by the string, the ball closes the bottle automatically.
