@2600 On that "PBX in a box of cereals". That can actually be done. In Germany there were lots of small PBXes with 4-8 analog lines. For example from (now defuct) companies like Euracom. If you need more lines your best bet are the Auerswald Commander Basic (2). (the 2 offers a web interface for configuration as well as the possibility to connect an E1 card) They are modular and scale up to 32 analog ports and 16(?) ISDN S0 busses.
@2600 Actually those different TV standards were not necessarily there in order to eliminate cross-border television, but simply because in the early days there were fewer established standards and people wanted to have the device market segmented. It kinda cleared up for UHF where the only difference was the audio subcarrier....

@2600 ...

There is actually a precedence for the opposite. (communistic) East Germany actually changed their system to be more compatible to (capitalistic) West Germany in the 1950s. Every TV set had to be modified so this clearly was at quite some expense.... particularly since watching programs from the West was frowned upon, then, in the 1980s, accepted.
There's a news report from the late 1980s. It's in German, but you can see the effort they put into their antennas
