a workaround for now is `apk cache download apk-tools3`, then `apk add apk-tools3`

Trying to install `apk-tools3` on spotty internet removed `apk` altogether (#11106) 路 Issues 路 alpine / apk-tools 路 GitLab

@vixalientoots at least apk3 has a setting for this, and we already preinstall it on pmos
