@mikegalsworthy This assumes it was in any way a good faith accusation with any genuine intent to manage spend.
Zia is allegedly a businessman. He will be familiar with the basics of purchasing processes, including framework agreements and and the even more mundane monotony of raising purchase requisitions.
I doubt he was after a fact or a saving, just something with which to generate outrage.
For the populists it's not about governing effectively and it's not about facts.
