I remember that there was a discussion about that in the #searchwing project.
And of course, military can still ignore it. terrorists will ignore for sure..

At the @HTW_Berlin in the study of Computer & Media science, we had in the 1st semester a course about dual use of software and moral issues. That would be a perfect example tbh. (Even the use was for a greater good, but that's what they all say)
