@ai6yr First of all, there is the possiblity of air rescue helicopters needing to use the airspace. This TFR allows ATC authorized traffic, a medevac chopper would presumably be instantly authorized.

A TRF in this case protects the rescue choppers from getting someone's drone wrapped around a rotor blade. It has been claimed that a candy wrapper on a rotor blade is enough to force an immediate top to bottom inspection before the bird can safely return to the air.
