That's you could focus on open standards and favor f-droid or other 3rd party stores.

Everyone who focusses on googles playstore centralizes power there.

We need decentralization and interoperable software ecosystems granted by EU members.

What I can see is that northern german states like SH and NS going the Open Source way. Maybe its a good idea to get support there instead of breaking through Bavarian concrete walls (Microsoft's lobbying in Munich).
