By then, Luthor had been redesigned by John Byrne as a despicable criminal billionaire.
Kuudere-Hime@Purple74 It was Marv Wolfman's idea, Byrne was just the lead Superman writer when it was implemented.
When you compare early Post-Crisis Superman comics written by Byrne to those written by Wolfman, Wolfman is clearly putting more thought into the characterization.
