@jeffjarvis I often wonder if this on-again, off-again style they have is part of the strategy to create confusion about what rules actually apply, part of a larger aim of creating a society that is confused to the point it becomes paralysed.

I think it was Timothy Snyder that wrote an excellent analysis where he explains that one of Putin's aims is to destabilize global democracies so that Russia looks less like the trainwreck of human rights that it is.

Divide and conquer.

And to be fair, US democracy has been a joke since long before Putin got interested in meddling with it.

Or at least that's how I understand it.
