This is actually quite racist in its essentialism. In the India of my youth, there were power generation problems while the government desperately tried to build the infrastructure but lack of money made it difficult.

Then, as the economy was liberalized, foreign funding became more readily available which was tied to export industries, software, textiles, apparel etc. Vietnam benefits from being ahead on the development curve than Kenya is. The same way China is ahead of India.

There can be structural issues, there always are, and it takes time for diverse countries to get an even footing to 'develop'.
