Aggregation of personal data currently held by various USA gov't agencies is forbidden by their privacy laws for good reason. Such a dataset would likely be used as a weapon against USA citizens, and anyone entering or exiting the USA (i.e. travellers, students, researchers, etc). Then there's the huge risk of cyber attack on such a tempting target.
