Yeah, I don’t know how to define OS either. Go with your gut. In my mind it’s kernel plus some low level frameworks (that aren’t posix-y in this case)

By targeted project I mean something like Google’s Fuchsia OS, or Microsoft’s research thing whose name I forget, that has major investment. Whereas a side project is more of something developed for a small, focused purpose that grew more capable.
