@devops_discussions I think he has a good point but besides the big point everything else is just wrong.
Of course you need some teams to build developer tools to safely deploy and run production with compliance rules set by a governance team (for example security or compliance). Everything else is Wild West style, if you have not only a few teams that are staffed with people that understand and want to learn more from production and are careful and have the time to handle compliance and security standards themselves.
The picture about SOC rules is wrong if the SOC rules make sense for your government team, because it is an enforcement of a rule. Of course there will be bad examples but in general I would not say everything went wrong.
