Lol, they changed the mechanic (at least on Bedrock). Now the raid captains, pillager outposts, and some loot chests have Bad Omen potions of various levels. You drink those to start a raid, instead of having the effect forced on you.
I like the change, especially since I didn't know you could clear Bad Omen with milk.
