The Trump Administration has stopped payments or fired people in the name of saving money. But the appropriations have already been made: The money is marked to be spent by statutory law. It doesn't get returned to taxpayers. What happens isn't exactly clear (in part because appropriations expire soon). But what's certain is that they are not changing any long term policy by doing this. So when the next round of appropriations becomes law, will they defy the law again? And again?
