Musk has seized control of the department that distributes all monies that the government pays out to all agencies, organizations and private individuals (like Social Security).
He has the personal information of all these entities under his personal control, as well as any money they are owed.
This makes control of the mainly legacy media trivial by comparison—not that it isn't also a threat, but not as immediate as control of the money.

I've been on Twitter since 2009
I used Lists extensively, and had upwards of 17 when I left Twitter for Mastodon and went read-only on Twitter in very early November of 2022
I've noticed that my old Lists all function exactly as they always have: I see only the List members I had added, and none of Musk's cr*p ever intrudes
Don't know about a new List created now but it might be worth a shot
