Level 1: people are idle
Level 2: product dev is at full pace
Level 3: operational needs are clobbering product dev
Level 4: operational needs are clobbering operational needs
Level 1 means I'm managing poorly
Level 2 is where we want to be
Level 3 is okay so long as it doesn't happen for a long time
Level 4 is very bad and was previously only theorized
