@sekhen of course I don't know what the politcal climate will be like 12-20 years from now, but currenlty she'd have 0 chance. & this is a luxury that is not availalbe for many Americans. There are many poor in the urban core that have such relief, but about half of Americans living in poverty live in rural areas where such things don't exist.
