Michael SteeberFirst time renter here. The track lights above my sink counter are hardwired to a kitchen fan as loud as the apartment HVAC, so I've just been... not using the lights. It's clearly by design, not something to "fix," so I'm guessing there's no way to get this changed, right?

@michaelsteeber could probably be solved with some Shelly smart relays. But you’d want to ask an electrician friend to install correctly. You could have the current switch control the light, and use a separate automation, voice control, or smart switch to control the fan.
