On some of the inner planets Dominicus may still shine bright enough that sunglasses make sense and are manufactured, but on the Ninth? Out on Pluto? Maybe she just saw them in those same magazines, and thought they looked cool. Nav is a simple soul.
A Doylist explanation is that Muir needed them at the end of Harrow to hide Gideon's eyes out of Harrow's face (and Pyrra's out of G1deon's)
