I'd say make it part of browser, based on website (meta)data. My personal preference would be a very subtle notification outside the website area, with a default setting of "NO!"

@jwildeboer Gopher was both faster and had a severe lack of pop-ups, filters and blink banners... Mosaic felt like a massive waste of bandwidth. This was when the whole country was linked to the global internet with a wet string.

@jwildeboer I remember in 1995 people talking about the commercialisation of the internet and how it would destroy everything. They weren't wrong.
