The strongest argument I've heard is that it's a sales tax. Why isn't it a capital gains tax? Or an income tax? It's a sales tax on the stuff that the poorest among us depend the most on.

The other argument is why is it a tax rebate? Why not just give out the money, no questions asked? Expecting people to fill out their taxes for zero dollars, and submit to the hideous surveillance state necessary to enforce income tax, it's worse than means testing. It's just straight out testing! Why isn't it a universal basic income? It doesn't even have to be taxed income!
