threw this concept into a picture hallucination machine for a visualisation, and yeah, this would definitely work. Turn your prison population and other destitute people into an army of faceless drones with gaping fuckholes by falsely promising them an early release or waiving of debts.
or, to crank up the evil a few notches, maybe the original personaiity is kept in the passenger seat until the contractual time is expired, but then instead of reverting the changes the drone plugs itself into a dream machine and the human personality is erased from its mind in a final, sinister act of betrayal...

@Lufty_AD You never know what you get with these picture generators, but this one isn't conjoined weird half-drone half-human mutants at least... which would be weirdly on brand for a story like that, come to think of it.
@anubis I drone server I was on tried to do drone imagery via AI, but the AI system interpreted gas mask hoses as elephant trunks, and so thus the pictures moved constantly from sexy rubber drone, to sexy rubber elephant, to just plain elephants with 'come hither' eyes...
@Lufty_AD It sadly does not manage fuckfaces right and throws out flesh tunnels instead, which kind of work... this one came out interesting though, makes this unit think the man in the background is immediately due to undergo conversion while the drone has just emerged from the rubber vat.
