This is a letter to Elon Musk, warning him of the consequences of his failure to comply with EU rules in regards to disinformation on Twitter.
It's from Thierry Bretton, European Digital Commissioner

It's a serious formal warning letter that Musk has, obviously, replied to on Twitter.
