I just wonder how much government secrecy is driven by bureaucrats.

I think one of failings of this government is a lack of urgency in driving cultural change in the bureaucracy. The proposed changes ti the NDIS reflect this as there's a continuation of the practice of blaming the recipient, rather than focusing providers and government
