- some crooks use some loopholes (like shell companies) to steal from government
- to avoid jail, they use part of the loot to bribe officials
- such officials might at first be keen to cut ruzzia from tech. supply chain but then quickly realize that ruzzia is using same tricks as crooks
- and that cutting ruzzia means also cutting bribes and loopholes, possibly also exposing themselves and the crooks
