The Mueller Report (and subsequent congressional hearings) clearly established that Trump's campaign manager "colluded" with Konstantin Kilimnik, a Russian agent. It was Trump's Attorney General Bill Barr who said that Mueller failed to prove a conspiracy, as part of his public effort to downplay the Mueller report and mischaracterize its findings.
