The most reasonable mayors for Calgarians to lose trust in are Jack Leslie (1965-1969) and Rod Sykes (1969-1977) under whom the flawed system was installed. Or maybe Dave Bronconnier (2001-2010) who presided over the first break on this water main in 2004.

But instead everyone is blaming the poor soul who happens to be standing at the podium today, either because people are too lazy to find out what has really happened, or because they’re excited for any other knife to use to cut her down to size for daring to place herself in a leadership role.
