The RoM at floor 6 has no upgrades. You later encounter a +1 somewhere else and you might have reforged em together. Goated seed. Earliest +1 plate is at 18, in a pitfall loot room, so you have to access it at 17. Maybe they werent exactly floors 17 and 18, but there’s just one pitfall loot room in the city, so it is at that one. There are earlier plates, but those aren’t upgraded.
